Military Range Management
REK Associates, LLC has a history of facilitating, developing and modernizing U.S. military training ranges. We have experience in staffing and managing entire range control programs and working with various other military range programs, including: installation Directorates of Plans, Training, Mobilization and Security (DPTMS), Range Control, Department of Public Works, Corps of Engineers and other environmental programs. REK Associates, LLC can provide staff and environmental management support to augment all services within the Department of Defense. We can assist through all phases of range development and can provide either full-time employees or consulting work as required.
The Sustainable Range Program (SRP) is the Army’s overall approach for improving the way in which it designs, manages, and uses its ranges to ensure long-term sustainability. SRP is defined by its two core programs, the Range and Training Land Program (RTLP) and the Integrated Training Area Management (ITAM) Program, which focus on the doctrinal capability of the Army’s ranges and training land.
REK Associates, LLC support of this program includes the procedures and means by which Army range infrastructure is managed, operated and maintained at the installation/site level. Our experience includes supporting the development of the Installation Range Development Plan, Internal Web Access Management, Training Budget and Range Complex Master Plans. Our planning also includes the integration of range considerations into other installation plans, such as the Real Property and Utilities Plan, Environment Management Plans, Installation Compatible Use Zone studies, Force Modernization/Force Integration Studies and business process reviews. We then implement such plans through our operation, maintenance and management of the actual ranges.
Military Range Support / Construction / Reconstruction
REK Associates, LLC is experienced in developing and managing entire range programs. At numerous Army installations either teamed with CALIBRE or direct contracted we provide the full breadth of range support to include implementing the new live fire ranges for small arms and live fire lanes training; furthermore, we provide consultation to the Army with environmental and range support at all levels.
REK offers highly successful environmental program management that addresses current and future environmental issues and resolutions. We maximize preventative measures to avoid the expensive alternative of corrective measures. REK Associates, LLC environmental compliance services provide clients with a wide range of functional, onsite environmental compliance support to meet specific regulatory requirements and all military requirements. These services include compliance activities as required by Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substance Control Act, and many other federal, state, and local environmental regulations on emissions, discharges, spill response, and remediation of permitted environmental activities.

Our team can provide Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) program management support, technical oversight, planning, database and GIS support. We provide all phases of site investigation and remediation services from preliminary assessment through final site restoration and closure documentation.
We provide personnel as remedial project managers (RPM) for Installation Restoration (IR) program projects at locations within the United States.

Military Field Training
REK Associates, LLC is a proven force multiplier in planning, executing and reviewing military field training. Our qualifications include training and providing Subject Matter Experts (SME) in the area of live training, range planning, training devices and training execution. We have constructed and maintained Improvised Explosive Device – Defeat (IEDD) home station training lanes at multiple installations nationwide. We have tailored the use of Training Aids, Devices, Simulators and Simulations (TADSS) to enable units to meet their training objectives. We have trained, tested, and assessed unit field skills and tasks using the most current doctrine; techniques; enemy and friendly trends; Tactics, Techniques and Procedures (TTP); Opposing Force (OPFOR) and other role players; and operations.
REK has provided the critical interface between soldiers, training units, mission commanders, Observer Controllers (OC), and the installation staff (such as the Director of Plans, Training, Mobilization and Security – DPTMS) during training, development and execution of scripts during rotations, pre-rotational briefings, and after action review (AAR) meetings and reports.
Competent Person Fall Protection Training
REK Associates, LLC has developed the program of study for the Navy’s Competent Persons Fall Protection Course, then delivered the course to students. For each course, REK has provided two qualified instructors. Each course has introduced full-time safety professionals, resident officers-in-charge of construction (ROICC)/Public Works Department Personnel, construction inspectors and similar quality assurance personnel at shore activities with current and updated knowledge of the fall protection principles, hazard identification, fall protection systems, program development/implementation and relevant standards and regulations.
Our courses train applicable OSHA, ANSI, and Navy Fall Protection standards, regulations, policy, criteria and requirements pertinent to Navy work sites; develop, implement and monitor site specific Fall Protection programs; identify potential fall hazards encountered at Navy sites; conduct fall hazard surveys, assessments of fall hazards and prepare survey reports; prepare and implement Fall Protection and prevention plans; describe body support equipment, use, and selection including applicable regulations, types, capacity, and the hazards associated with misuse of the equipment; list and describe the applicable standards, criteria and requirements pertinent to vertical and horizontal lifeline systems, subsystems and components; and describe fall hazard issues with portable, extension, and fixed ladders, aerial lift equipment, scaffolds and safe access.
REK Associates, LLC has provided quality ergonomics training in compliance with OPNAVINST 5100.23 series. We have developed the curriculum, lesson plans, presentation slides, and instructor guide constituting the Training Plan. Our SMEs conduct ergonomic reviews and assessments of Navy and Marine Corps installations worldwide in support of the Mishap Prevention and Hazards Assessments program as part of the Navy’s Safety Vision. We analyze, plan, develop and implement engineered solutions to correct deficiencies, identifying and correcting high risk hazards to avoid work force injuries which represent a significant cost and direct impact to mission readiness.

We offer practical construction management that has developed ranges for the US Army, training facilities, secure indoor shoot houses, Improvised Explosive Device-Defeat (IEDD) range construction and training, and environmental remediation of hazardous substance sites and erosion repair in a live fire environment. Our experience includes SME assistance to eight different US Allies in construction, armaments implementation, explosive removal, training, containment and remediation of threat issues and erosion repair in active military theaters of operation.
